Allow More than One In Progress Specification

Ability to create a version 2 spec when version 1 is not active.

Allowing creation of a version 2 spec without having to go through all of the steps to set version 1 to active.

Given our long development timelines, there are times that we have new items that have not set in store yet and so the spec is not Active however we have to start another project for that product for another reason and run into troubles with creating a new version of the spec. Real life example: We have new product setting in August 2024 and there is a regulatory change effective Jan 2025 to have QR codes added to our packaging for heavy metal testing in baby food and need to make updates to the spec.
