SIOCS: Allow authorized users to manage expired RTVs to have better control of available stock.

Currently, SIOCS does not allow users to perform Cancel, Close, or Update operations on RTV shipments once the Not After Date (NAD) has passed. A scheduled batch process, VendorReturnClosure, automatically closes expired RTVs based on the configured Not After Date Default Days parameter. When this occurs, the inventory reserved for the RTV is released and returned to available stock (SOH).
This behavior creates an operational challenge when the physical inventory is still awaiting return to the vendor. Once the RTV is automatically closed, the stock becomes available for sale or reservation even though it is not physically accessible. In many cases, store teams are unable to create a replacement RTV immediately due to weekends, public holidays, staffing constraints, or other operational delays.
As a result, inventory that is physically unavailable may be sold through online channels or allocated to customer orders, leading to stock inaccuracies, order cancellations, increased manual intervention, and reduced customer satisfaction. The lack of flexibility also limits store users' ability to effectively manage RTV processes and maintain accurate inventory status.
To address this business requirement, SIOCS should provide authorized users with greater control over expired RTVs by supporting one or both of the following capabilities:

1. Allow authorized users to cancel an RTV shipment after the Not After Date has expired, enabling them to immediately create a new RTV and move the associated inventory back to unavailable stock.
2. 
   Allow authorized users to update or extend the Not After Date after it has expired, enabling the existing RTV to continue without releasing the reserved inventory back into available stock.

Implementing either of these capabilities would help maintain inventory accuracy, prevent unintended sales of unavailable stock, reduce operational overhead, and provide store users with the flexibility needed to manage RTV exceptions effectively.
