In DG environment DB NAME would be same.

Is this a mandatory requirement for Data guard ? Or is this some kind of mistake ?
No mistake. Expected as this should be the DB_UNIQUE_NAME.
v$instance is not, pardon the pun a "Primary" v$ view that is used with Data Guard.
The common ones I use are :
V$DATABASE, V$MANAGED_STANDBY, V$ARCHIVED_LOG, V$LOG_HISTORY, V$DATAGUARD_STATUS,
V$ARCHIVE_DEST, V$LOG, V$STANDBY_LOG

Please post the outcomes of the below commands in both primary and standby database
show parameter db_name
show parameter db_unique_nameThe db_name should be same on both primary and standby database, but the db_unique_name should be different on the primary and the standby database.
The db_unique_name parameter uinquely identifies your databases. So it has to be different.
Having the instance_name different on the primary and the standby database is not a mistake.
