I can not connect with Oracle SQL Developer using the ip-adress

I am totaly new to oracle, have been working with SQL server before, but now I'm on Oracle

I have just installed the Oracle 11g on a windowsmachine. I have restored a database, and I can login with the SQLPlus command. The problem is if I try to logon using the Oracle SQL Developer from a remote machine. I provide the ip-adress as the hostname. This does'nt work I get the error "The network adapter could not establish the connection"

But if I logon to the server and try to connect with ORacle Sql developer on the server, then using "Localhost" as hostname it works?

So Why can't I connect from my laptop to the windows server (Where the Oracle DB is installed) from ORacle Sql Developer?

      Many thanks in Advance!
