The 1z0-514 is available to everyone, and anyone who pass it will recieve the Oracle Database 11g Certified Implementation Specialist certification.
If you work for a partner company you will also recieve the OPN Certified Specialist credential, and it will help your company achieve the OPN Specialization Credential (there are other requisites though).
I recently took the exam and studied by the Oracle Database 11g: 2 Day DBA Release 2 (Database and Grids).

The exam topics are also very similar to the ones in OCA, so if you took that exam you should be familiar with most of the topics.
One thing to also consider, Philippe, is that if you want to eventually move on to OCP, you will still have to follow the OCA path. If you do not plan on moving on to OCP, the 514 exam and Oracle Certified Specialist certification would be fine for you. However, if you plan on eventually moving on to the OCP certification, you may want to consider going ahead and obtaining the OCA certification (exam 052 and SQL exam) now instead of the OCS (exam 514).

The information you need is there, and there is little need for me to repeat it here. Using codes and identifiny a certification properly by its rigthtful code and name helps focus the mind and helps many questions to answer themselves. Practice of such rigor is surely helpful in the certification journey.
