ADF's support for the iPad/iPhone has been rapidly improving each version and the 18.104.22.168.0 version you are using is relatively old now (2010). I suggest you try the latest 22.214.171.124.0 build to see if it fixes your problem.
On a side note though, the iPad doesn't use scroll bars, you scroll with your finger. So what you might be asking for is support for gestures, not scroll bars.
just drag inside the panelcollection or the table component to scroll the record down.. this will help you.. as Chris explained ipad will have this scroll function when user drags over it..
Try surrounding with '*Panel Group Layout*'.
Also Change Common -> Layout -> Scroll in the property inspector with '*Panel Group Layout*' selected.
Quick note - the upcoming patch - 126.96.36.199 is suppose to include specific ADF Faces support for iPads - when you'll show a table on an iPad you'll be able to use two fingers to scroll the table down without the need for scroll bars.
As you suggested, I upgraded to version 188.8.131.52.0 over the weekend and the tables work well now. As you said, there are no scroll bars but I can scroll with finger gestures which I couldn't do before the upgrade.
