That's rather odd since routes are by default uni-directional. It should only affect the outbound packets. Are you sure that the responding packets are not the one's being lost? It may look like the packets are not getting to the zone if the zone is not able to respond...
Is there a log at either zone level that would clue me into if that's happening?
I don't think there's a log file that will aid you. traceroute is your friend in this situation. Are you using a virtual NIC in your zone or do you have an exclusive NIC configuration?
snoop will also be helpful. send some request from the foreign.IP and snoop it from the problem host.
In my experience we had recently applied patches started giving packet loss, think that as well. If you see so, only Oracle can help you fixing the issue, because the fix patches can be advised by them only.
