Please do not use clearstate agent as mentioned in the doc below, it is not recommended from 22.214.171.124:
Follow the steps provided below:
+ Navigate to the following page through the console
+ Setup --> Agents --> choose this Agent name and click on the 'Unblock' button.
In 12C follow the steps provided below:
1. Login to 12C console
2. Navigate to Setup --> Agents
3. Click on the problematic agent
4. Click on drop down menu near "Agent" and Click on "Resynchronization"
5. Choose the option to "Unblock agent on successful completion of agent resynchronization." and Click on Continue
