If your company does not have an active Oracle support contract you will not be able to download the firmware.
If your MOS account is not linked to the correct CSI you will not have the needed access.

You need to buy a service contract that gets you login credentials to Oracle Technical Support and that will get you login credentials to the support link that was given in the earlier reply in this forum thread.
