you can use DB 11g with designer 10g. There is no road blocks between DB 11g and designer 10g. For better confirmation of own, try it first in development mode.

Your repository database should be 10gR2 or 11gR1. The repository database is supported against 11gR2 according to this post: Re: 11G compatibility but I wouldn't recommend since it has bugs which will not be solved any more.
Your application database could be 10gR2, 11gR1 or 11gR2.
The Oracle Certification Search Results on metalink/my oracle support state otherwise. When you conduct a search for designer 10.1.2.6.0 you will find three database versions. Oracle Database 10.2.0.4.0, Oracle Database 184.108.40.206 and Oracle Database 220.127.116.11.0.
So it is supported, but like I wrote before I would not recommend it.
Don't have a doc id. You have to go to the certication tab in My Oracle Support. Search for Oracle Designer 10.1.2.6.0 there you will find the three supported database version.
Oracle Designer 10.1.2.6.0 is certified with Oracle Database 18.104.22.168.0 on Microsoft Windows (32-bit) XP
Oracle Designer 10.1.2.6.0 with Oracle Database 22.214.171.124.0

Colleagues of mine have imported a designer repository inside 11gR2 and where not able to change objects inside the repository. When they imported the same designer dump inside an 11gR1 database it worked fine.
In the other post (Re: 11G compatibility it is also written that there are some major bugs and those bugs will not be fixed.
