As simple as this sounds, it may just be that you are not selecting the "recorder pane" when you attempt to record (the funny bluish-grey box that appears on the top right). Ensure that the pane is a bold colour when you attempt to press prtscr (if it is sorty of hazy or washed, you havent got it selected), then attempt to record.
I have installed 32bit UPK 11 on x64 Windows 7 and it works just fine for now.
This is what you may also want to do just to test the recording functionality:
1. Go to Tools
3. Then go to the section "Recorder" - not the one found under "Content Defaults", but rather the one further down the page towards the bottom
4. Set the recorder to "Automatically record screenshots"
See if this allows you to record at all?

I had this same problem when I installed UPK 126.96.36.199 on my 64 bit machine, but was told differently by MOS - that I had to click out of the recorder pane and into the target application in order to start the recorder. That's what I do and it works. If the recorder is active and I press printscreen, it doesn't work on my machine.

another similar issues could be when you are trying to start to record from the desktop.
I find it helpful if you highlight an icon on the desktop before you start recording.
