If its for UI. You could use, converter. e.g.,
similarly StringAsLowercase as well.

I don't think that option exists... retyping the code should do just fine. Java uses camel case, I don't see when it would be useful to lowercase or uppercase a whole block of code.
I agree with both responses regarding UI and Java's camel case. But, I also came across this since I use JDeveloper for PL/SQL coding as well. JDeveloper has a good interface and integration of SQL Developer inside it. I am hoping Oracle is considering to enhance text editing for JDeveloper. But, in the meantime, I either use another text editor for major changes or retype.

Select code snippet and next Right click> source>Text edits>convert selection to ... case
I ran into it just now, when trying to find the icon for Explain Plan. There is a small icon with A/a written on it on icon toolbar of SQL worksheet window in JDeveloper. Works pretty well, changes text to Upper/Lower/InitCap. It also has hot-key on Ctrl+DoubleQuote keys.
I had been using SQL*Developer and JDeveloper. And, now only using JDeveloper and am pretty happy with it.
