We need to check the log files.
Where can I find the log files to the Siebel Database Configuration Wizard so I can mention here which the exact errors in the logs are?
The only log I could find with today's information was this:

My version of Oracle on a Windows XP Service Pack 2, according to Google, 32 Bit machine is:
Oracle Database 10g Enterprise Edition Release
10.2.0.1.0 - Prod PL/SQL Release 10.2.0.1.0 - Production
CORE 10.2.0.1.0 Production
TNS for 32-bit Windows: Version 10.2.0.1.0 - Production
NLSRTL Version 10.2.0.1.0 - Production
Version of Siebel: 18.104.22.168
The Wizard gives me the option to choose Oracle Database 10g Enterprise Edition (CBO)
Can anybody help me?

Oracle logs may not be related with the problem you are facing.
Siebel wizard logs should be available under \siebsrvr\log or \siebsrvr\logarchive folders, search for files with name similar to sw_cfg_util.log. Provide the contents of this file.
What is the Operating System you are using for the siebel server, is it the same as oracle client?
Test ODBC connection for the siebel server odbc and confirm if registries are set as below:
Also test odbc connection with odbcsql, this can be used for oracle as well:

I don't think, that that is the cause of my problem. Even when I started the Siebel gateway, the database configuration wizard doesn't work appropriately.
Sievel server and Oracle Database are in the same machine (a Windows XP Professional, 32-bit-virtual machine). I haven't installed the Oracle 10g Enterprise edition. Should I install the Oracle client as well?.
In my case the ODBC connection, the DSN Name is Enterprise Name_DSN: Siebel_test_DSN and points to the Driver: Oracle in OraDb10g_home3. The connection works for siebel/siebel, sadmin/sadmin, but not for sys/mypassword (sorry I am not a Database crack).
I also tested the connection with the odbcsql as in your email indicated. The connection works when trying with siebel/siebel and sadmin/sadmin (user/password).
Windows XP is not a supported/certified platform for the Siebel Server 8.0.x, check link below for a list of supported OS's:

I forgot to mention, that I found the registry entry according to your link:
But the registry keys are not listed for this registry entry. According to the Bookshelf these values are required in order for the ODBC driver to behave correctly.
PacketSize = 0
EnableScrollableCursors = 0
ColumnsAsChar = 1
ColumnSizeAsCharacter = 1
no registry keys neither values are listed.
I was sure that Windows XP was supported by Siebel 8.0...I could install the Siebel Web Client, Siebel Tools and the Sample Database. They work without problems on the Windows XP virtual machine.
Ok, the Siebel Client can work, but the Siebel Enterprise Server doesn't...
