The problem is that the people connections only looks for the users in the first authenticator (in your case thats OAMIdentityAsserter). If you want to allow the people connections to find the OID users you will have to put the OID users at the first place.
It's one of the limitations of webcenter and the people connections.
Thank you for your answer. If you do that will I still be able to perform SSO on WebCenter?
If you would like to see all the user (from OAM and OID) in the people connections, you could use Oracle Virtual Directory.
OVD can join the two user stores to one containing all the users.
If you put that as the first authenticator, are users are selectable.

However performance will be affected by this change.
