      # This file is actually generated by netca. But if customers choose to
      # install "Software Only", this file wont exist and without the native
      # authentication, they will not be able to connect to the database on NT.

      SQLNET.AUTHENTICATION_SERVICES= (NTS)

      NAMES.DIRECTORY_PATH= (TNSNAMES, EZCONNECT)

      I try :

      lsnrctl stat

      sqlplus / as sysdba
      startup

      but still doesn't work

            The error is TNS: protocol adapter error. I think the problem is in files so I put them here.

              first at all, verify your ORACLE_SID is ok.

              If it is ok, verify if your OracleService is running.

                There will be an actual error number that is definitive.

                If the error is what I suspect it is (without seeing an actual, real, complete error message), then the vast majority of cases are a result of not setting ORACLE_HOME AND ORACLE_SID.

                Open a command prompt, enter the following, then copy the entire session -- commands and results -- and paste back here.
                set|sort
                sqlplus / as sysdba

                        ORA-12560 indicates OS/Networking mis-configuration.
                        Oracle is victim; not culprit.
                        Problem & fix are external to Oracle.
                        can you successfully "ping" both by hostname & by IP#?

                          ORACLE_HOME should NOT be set in Windows.

                          Oracle for Windows figures ORACLE_HOME from the path where a binary has been started from.

                                    Open the Windows Services utility:
                                    From the Start menu, select Programs, then then Administrative Tools, and then Services.
