    password change and permission denied

we have a problem that can't change general user's passowrd.

tried two ways ,but couldn't change....

1.general user changes his own password
2.switch to root user and changes general user password

this is the following massage when we did it.

message:*unexpectable problem has occured. couldn't change the password databese. permission denied.*

Then, check the file's permission and compared to other servers we can change the password.
but, there are no problems. i think.....

      # ls -ltr passwd
      -rw-r--r-- 1 root sys 13:24 passwd
      # ls -ltr shadow
      -r-------- 1 root sys 11:19 shadow
      # ls -ltr nsswitch.conf
      -rw-r--r-- 1 root sys nsswitch.conf

do anyone have some ideas to solve this problem?

      Thank you
