See if the URL brings the HFM screen:
If that does not bring the HFM window probably need to check the IIS > Web extensions > Have the ASP, Server side includes and WEB DAV as allowed.
Reset IIS and check again.

What type of server platform are you on? My team was configuring some machines for a conference and we ran into the same issue.
The web server configuration is supposed to make an IIS application and it was not doing that for our install (we saw this over the course of many re-installs on fresh machines).
We were out in California for some installation training and made some good Oracle contacts who shed a little light on the problem.
They asked if the below URL worked:

On additional investigation the hfmapplicationservice application did not exist in IIS. By creating the application and pointing it to the oracle-epm-fm-webservicesAppPool and using the physical path: <INSTALLDRIVE>\Oracle\Middleware\EPMSystem11R1\Products\FinancialManagement\Web\HFMApplicationService it resolved our issue -- confirm the specific path as I am reviewing a screenshot and part of it may be cut off.

After installing and performing the post installation configuration, you should run the installation validation tool. This tool is designed to validate that all components are installed and functioning properly. You should be able to find the program in the following folder :
<Install Drive>:\<MIDDLEWARE HOME>\user_projects\<EPMSYSTEM NAME>\bin\validate.bat (i.e. C:\Oracle\Middleware\user_projects\epmsystem1\bin\validate.bat)
It will create a diagnostic report as well as log files that you can use to see what exactly is failing, etc.

I upgraded from 184.108.40.206 which did not have FM web services installed as I was not using FCM.
After 220.127.116.11 upgrade could not open app in workspace after manually creating virtual directory and app pool all works
So it looks like the config utility does not create the hfmappservice virtual directory if it does not exist in the upgrade
