You need to investigate in your organization who has the CSI (Customer Support Identifier). This is an ID that is given to the Oracle Support customers. With that ID you register here:
Then go to the "Service Requests" tab and create a new Service Request
You can send me the "Service Request Number" via email to jorge dot barba at oracle dot com
