First make sure that the repository database is up and you can connect to it using something like sqlplus.
The following command will tell you the repository database connect information.
<ORACLE_HOME>/bin/emctl config oms -list_repos_details
If the database instance is up and you can connect to it using the connect information from the above command's output; however, the OMS still fails to start then look at the following files for clues:
Support should be able to help if necessary.
Corrected some typo.
Please provide the output of the command:
./emctl start oms
+ Also from the ../gc_inst/em/EMGC_OMS1/sysman/log/emctl.log
From the above log file you should get the exact component which is failing.
+ Along with the db connectivity make sure the listener is also up.
