        Well, as it is windows, how about the golden solution , restarting the machine? If that also doesn't solve your issue, do as Fran has suggested.

          please do this first as requested earlier before bouncing or recreating..... you may have same issue post recreate if its something OS related, the logs should show us what...

                either above it or below it we should see the ERROR entries that the EM is getting....

                            SQL> drop user sysman cascade;

                            User dropped.

                            SQL> drop public synonym setemviewusercontext;

                            Synonym dropped.

                            SQL> drop role mgmt_user;

                            Role dropped.

                            SQL> drop public synonym mgmt_target_blackouts;

                            Synonym dropped.

                            SQL> drop user mgmt_view;

                            User dropped.

                            This is what my sql prompt says while i dropped...

                            As per your previous post 1)emca -deconfig dbcontrol db -repos drop

                            2) DROP USER sysman CASCADE;
                            DROP PUBLIC SYNONYM setemviewusercontext;
                            DROP ROLE mgmt_user;
                            DROP PUBLIC SYNONYM mgmt_target_blackouts;
