I have the same issue and have seen this blog. However, the blog assumes your image resides in a URl. The image we are referring to is embedded into the RTF.
For images to appear in HTML/EXCEL formats, make sure its placed in OA_MEDIA and check.
If image is there in OA_MEDIA, and still you face an issue, you can try the approach as suggested in blog.
i have gone thru all your threads on a similar sort of issue which i am facing now, However i m bit struck as i m newbie.
Issue:i am insering a static picture from the c drive into the header section of the rtf template and when previewing the rtf template on the BI publisher the jpg image disappears. i have tried adding the url into the format picture -->alt tab.Still no signs of improvement.
However if just placing the jpg image on header section without using the wrap text it gets displayed.But if i use wrap text on the image ,it disappears.
could you guide me please in fixing this issue .

Why not try using the table to control the position of the image instead of text wrapping?
Placing a logo in the RTF template and getting that displayed has to be done by controlling with a table!!.I was in preception that its striaghtforward change ,as you described in your previous blog .
To make it clear ,if i am using a static image on the RTF TEMPLATE will the desired output should be in PDF for the image to get displayed. Does the RTF template is not compatiable for the image to get displayed ?
Two points are to be considered here:
1. You had mentioned about text wrapping. So I assumed there should be some sort of alignment that you are expecting while displaying the image and text, say vertical alignment where image in 1st column and text in 2nd column.
So in this scenario, since text wrapping isnt displaying the image, you can place them in table and control the image and text as per requirement.
It doesnt always mean that you should have the image embedded in a table. This can be scenario specific.
2. Output types say PDF,RTF,HTML,EXCEL are all capable of displaying the images. Make sure you dont have text wrappings.
Thanks for the response and i got it resolved on the Image appearing on the RTF templates.
However i'm encountering a new issue with a address field has as some null values which has to be ignored on the rtf templates.

<?else?> ( if its blank or null)
Dont display address3
i'm not sure how this can be accomplished in XML .Could you assist me to resolve my issue please

Thanks for your prompt response.
i tried your code.However still having the same problem. if the address 3 field is null it displays as a blank field in the PDF output.But i just need to ignore displaying the address3 field if it null value.
i tried modifying the below code

Facing the same issues here when requesting HTML reports via the webservice.
As the <property name="html-image-base-uri"> doesn’t seem to exist in "Oracle BI Publisher 126.96.36.199.2" generated graphs won't be displayed because the image path is set as "./cache9238472093487.jpg" instead of “http://servername:9704/xmlpserver/xdo/temp/cache20349823094.jpg"
I'm curious to see if there is a solution for this problem, because if there isn't the interactive layout is completely useless in our situation. (Embedding reports in ADF project.)
EDIT: Generated graphs within RTF layouts have the same problem, so even that's no solution.
