Yes it's possible..
1. you can send sms over webservice (if your provider has this option)
2. you can send sms over RS232 port to your phone ...
3. you can use a modem to send sms (http://www.dailymotion.com/video/xl84uz_how-to-send-sms-with-wavecom-fastrack-modem-using-rs232-cable_tech)
in oracle forms you can write a java pjc with rxtx library.....
I think you can also write a java stored procedure to send datas over rs232 port....
Do you have some hardware to send sms? Tell us more....

I know about OZEKI , but here the matter is different.
I have mobile fon QMOBILE E950. While connecting to the com port I can send messages to contact number using
it's own PC-SUIT(software) or using AT command

I tried these commands , and my mobile is supported with these commands. I just wanna make a bulk sms system which sends sms on multiple numbers and these numbers should be fetched from database....
Sorry don't know much about java strord procedures how to write and use then on oracle forms..
If you like to send sms from your client (forms based application) you must do a PJC (plugable java component).. For sending and receiving datas from RS232 you can use a RXTX library (http://rxtx.qbang.org/wiki/index.php/Main_Page).
If you like to send sms directly from your remote database (I think) you can import apropriate rxtx jar library into your database and write down a java stored procedure..
Third way you can implement a java Class which sends sms and expose it as webservice on your remote server.. From plsql is easy to communicate with webservice and so you can also send sms..
I have done a java bean for Hypercom POS terminal which is connected over RS232 with forms application (using rxtx library)..

I have this device and sim card too , but I am confused about Ozeki gateway because I think I have to pay for using this services in my country..
more over if it's possible to send SMS from oracle forms using PJC or any java class without paying any extra charges then I don't have much knowledge about applying java and java classes , stored programs of jave on oracle forms , please guide me more ...
