Yes. You can process a file through ODC without (manual) indexing. One of possible scenarios is that you use Recognition Server to index data in an automated way (usually, from barcodes). Keep in mind that an image always has to be provided with metadata to be accepted by a DMS system (IPM in your case).
You write, however, that you have your metadata ready in another system - what's the purpose of ODC, then? Maybe, what you need is just some kind of loader to IPM?

The problem is some of our data transfers to IPM using ODC indexing.
Since we are multi organization company, some oft he invoices already in a one system and we are getting only image and the text file.
But we want to upload all the images to one IPM application.
I have tested in ODC above flow and it worked.
Now I have to check how to create folders.
This is easily solved.
1) Place your metadata in a test file (as you define in the IPM input agent definition) and the image in the location specified in that file.
2) You can have multiple input agent defnitions defined and active. using values set there, images for different applications can be identifed. for example, prefix the invoice metadata files with "INV" and the receipts metadata files with "EXP".
3) you can have input agent monitor multiple directories (MBEAN property)
4) You can set agent cycle times (MBEAN property)
you ought to be able to bypass ODC for these legacy extracts.
