188.8.131.52 is higher than 184.108.40.206.10 and therefore 6100.10 should not be deployed to an environment running 6101.
I agree that, in general, patches are always released for the latest maintenance release available. But, there are always exceptions.
- security patches, like 6100.11 and 6100.12, must be released for every version that is currently supported. This is done through a Critical Patch Update (CPU)
- 6100.10 is directly related to 6100.9, discovered and resolved in 6101, and then back ported to 6100.
