It doesn't seem this is a ".NET Stored Procedures" question, so you may be better off posting to one of the database forums as it seems it's simply a design question.
However, you should be able to use DBMS_LOB which contains both INSTR and SUBSTR functions to split up the clob, but you'd need to write it yourself. There are also some examples you can get by googling dbms_lob split .

You could also pass an associative array (plsql index-by table) depending upon the interface you're connecting to the database with.
Seems like design issue.
Have you tried to save ot to dile system and then use external tables ??
