Oracle 11g perl script consuming high cpu

I'm running Oracle Database 11g Release - 64bit Production on a Windows system and periodically it runs a perl script, parse-log1.pl and it consumes a lot of cpu. I find it irritating. I've searched around and I've seen issues if the machine has no c: drive but this machine does have a c: drive. Granted Oracle is not installed on c: drive but should that matter. I've tried looking in the script and I see no references to c: nor any of the scripts the parse-log1.pl requires. Is there any way to fix this?
