It's not a bug, your syntax just isn't Oracle syntax.
I googled a bit (which you could have done yourself as easily) and it appears that your syntax is JDBC syntax. The Oracle equivalent is timestamp:

Alternate aproach? Probably a bug? Since when is correct syntax an alternate approach and wrong syntax a bug? Did you copy this SQL Statement from another database server platform? Although there is a SQL Standard this doesn't mean all Database Platforms are 100% compatible. And from what I can tell the syntax you are using isn't SQL Standard, and it definitely isn't oracle specific syntax.
