Can one use ODP.net to connect to a Cloud instance?

I would like to know if it's possible to use the ODP.net (Oracle Data Provider for .NET) to connect to the Database Service in the Cloud.

A cloud instance (via Cloud API) is a resource that represents the underlying entities (i.e. Database or VM or Template). It isn't currently a direct access point to the underlying entity itself.
