Doing a google search for "javamail gmail Must issue a STARTTLS command first", I got this as the first result which seems relevant to your case:
What does the debug output show? (The debug output might be in your server log file somewhere.)
What version of JavaMail are you using?

In my system i am not able to send mail thru SSL, but TLS its working fine with port 587 but when i call my java Class through my Program its throwing error !!
Plus its taking java mail version 1.3.1 when i call my java file through my Program(STARTTLS Error), else its taking 1.4.5 when i directly call my java file(working Fine).
So you have a classpath issue. Well as a java developer I hope you know how to deal with that, otherwise you have a trip back to school waiting for you.
i have set my class path both thru cmd and then envi variable !! but still my jdeveloper is taking 1.3.1
That is because JDeveloper doesn't care about either, it will manage its own classpath for your projects like any other IDE.
I advise you to get a good book on JDeveloper and learn how it works.
Even i have added my jar file thru jdeveloper. !!
thruough Libraries>Add Jar
Plus i have set my ClassPath in J2SE

Yes: you stop trying to offload the problem to a forum and you start taking responsibility. Go figure stuff out. Search. Look. Try things. Experiment. Reason. Think.
Repeat until you find it. That's how people who get stuff done do it. Join the club.
And ask questions in the right forum. If you require assistance with JDeveloper, I suggest you ask in the JDeveloper forum where other people who use the tool will go.

There was problem of mail.jar file which i suppose to replace in j2ee folder
