Yes I got a request specifically asking us to install 10g version of client.
Yes all 10g software is gone from OTN and even from edelivery.
I found a reference link in a MOS doc

but that did not help.
You need to request it from oracle support or get it from somebody who have a local copy...
BTW I agree with Ed. Try to convince requester to use 11g.
