is there an "Oracle Application Server - OUIHome1" or something like it in the "All Programs" when you click on "Start"?
You mean to say you installed Workflow Builder on your laptop? See that Oracle Workflow has a Client Side (WF Builder), a backend Server side and middle application side.
Assuming you successfully installed the client side then you must have a group of programs called Oracle OUIHome and there one called Application Development. There you should be able to find Workflow builder.

I have installed Oracle Workflow Server Release 2.6.3 for Microsoft Windows
if you installed Server successfully then you can install the WF Builder using the notes described above.
the web page provided by you ( <internal URL removed> ) does not load.

WF Builder 2.6.x is not certified/supported to be installed in Windows Vista or Win 7
