Starting with 12.1.3, the documentation is available online, in a searchable mode too - http://docs.oracle.com/cd/E18727_01/index.htm
Is there a reason to download it ?

From this file (at least in previous documentation sets) I have been able to create the documentation web page on my hard drive that looks and feels exactly like the on line web site for e-business documentation.
This way I can reference the implementation and user manuals without being on line and logged in.
In previous downloads there was an executable in the downloaded file that exploded all of the files into the same look and feel of the webpage.Not sure what previous downloads you are referring to, but Oracle EBS Docs (Release 11.0.x/11i/R12) are always available for download through a zip file and in PDF format.
I don't see any executable that does this.
As i stated, the reason you DOWNLOAD is that you are not always on line.
In any 11i and the 12.1.3 (Not the 12.1.3+ that I reference), you could download the file. EXPLODE IT, and use it like a web page but it is running from your C drive. Makes pulling up documents very quick.
