I am using SQL*Plus: Release , am trying to connect to Oracle using,

      sqlplus / as sysdba

but am getting the below message

      Connected to an idle instance.

      SQL >

What actions to be performed as a developer to get rid of this and to get connected to Oracle. Pls suggest

Sounds to me like you need to talk to your DBA.
By the way, developers usually do not connect as sysdba.

You need to ask the DBA to start the database. Or, start it up yourself:
                SQL>  startup
            [url http://docs.oracle.com/cd/B19306_01/server.102/b14231/start.htm#sthref491]Find out more.

You are connecting to the database using AS SYSDBA. This is an extremely powerful connection - you are in the database as SYS, not as a regular user. Consequently it is incumbent on you to understand the database and how to use it properly.

I would suggest that if you don't even understand how to start the database you should not connect as SYSDBA.

            Cheers, APC
