Not sure what "@rose" is ? Shouldn't it be "@paris" ? "rose" is the password, "paris" is the database link.
Those db are working on different OS? If yes than see:

If you created DB Link named PARIS.
Then you should use it as
select * from repadmin@PARIS.
just as advise, for clarity you better name DB Link that uses TNS ROSE as ROSE
create public database link ROSE connect to repadmin identified by repadmin using 'ROSE';
select * from repadmin@rose;
