alternatively, you can use the GUI (Disk Management)

Shrink is not command in diskpart utility.
what version of windows do you use?

is there any other way to create partition on my disk !?
older versions of diskpart (such as in Windows XP, Windows Server 2003) doesnt support the SHRINK operation
you can try some other 3rd party tools for this
