I have a page which has commandMenuItems inside menus. I have action on each of the commandMenuItems which navigates to second page. The actions on commandMenuItems is performed perfectly when ADF security was not configured. When I configured security for the application and when I login into the page for the first time, action on commandMenuItems is fired. But if I logout and login again, the action on the commandMenuItems is not fired and navigation doesn't happen.
Apart from the action, the commandMenuItem has an actionListener too and actionListener is present in a bean which is in session scope. Actionlistener is called but action is not fired and thus navigation does not happen.

Also I don't see you mentioning a JDeveloper version and a browser mentioning that would allow us to suggest e.g. newer versions or other browser types to narrow the problem.
I think this is related to the problem I had, in my case it is RichCommandButton. The action is not executed. Here is the scenario.
The main page has a tab, and each tab has a page fragment. Tab 1 and Tab 2 has command button. At first load when the command button at Tab 1 is clicked the action listener was not executed, but when you go to Tab 2 and clicked the command button 2 in there and back to Tab 1 again and clicked the command button 1, the action listener is being executed.
All pages are in request scope. Jdeveloper version - 126.96.36.199.0.
