Within ORACLE_HOME directory you should have a Database_homepage.url file : within its properties try changing *127.0.0.1* with localhost .

    Hi,

It has not helped resolve the issue, on trying through Run SQL Command line and attempting to connect through 'connect' command it prompts

ORA - 01034: Oracle not available
ORA - 27101: shared memory does not exist

    The following services are running

    MTSRecoveryService
    ServiceXE
    XEClrAgent
    XETNSListener

I've even tried a reinstallation, the following ports numbers are being used as prompted during installation

    DB Listener 1521
    MTS 2030
    HTTP 8080

Looks like your database is not running... what happens if you connect as sysdba at SQL command line and execute
    SQL> startup
Also, what's the result of "lsnrctl status" at OS command prompt ?

ORA-28056: Writing audit records to Windows Event Log failed
That is likely the root cause.

Fix "event log full" then re-install XE - assuming it is just installed and holds no user data.

Mmmhh... your installation doesn't look good... what do you have within C:\oraclexe\app\oracle\oradata\XE directory ?

    Did you reinstall everything ?
