Can you please review the admin server logs and check whether there is any further information in the same? As this seems to be an issue with a deployment/configuration change of web service, and in the deployment of the same is leading to a management exception. Thus we need to have a look on the server logs and if it does not help then we need to consider deployment service or web service level debugging to capture the stack trace of the failure.
Well, I'm not sure this is the right log file, in domain/servers/AdminServer/logs/domain.log I've found the following entry:

I thought I could apply ws-policies without OWSM. Am I wrong?

Have you reviewed the log file names AdminServer.log, any info on the same in this context?

As per the generic idea it seems that we need to have the configuration mentioned in the below doc:
I don't get it - there is absolutely no opportunity to secure a web-service on WebLogic without installing OWSM?
That can't be truth, right?
Our admin checked that OWSM is really an expensive thing.
I really can't esteblish a secured web service on WLS without additional payment?
