I realise you have a few threads opened but this one does not involve any Oracle software so you should really follow up with Microsoft to see why their driver won't work with ISQL.
You could post your odbc.ini file here and we may be able to help but it looks like it is a problem with the driver setup or configuration.
Please refer below configuration file,
[oradev@testebs ~]$ cat /usr/local/etc/odbc.ini
Driver = /opt/microsoft/sqlncli/lib64/libsqlncli-11.0.so.1790.0
Description = SqlServer for ODBC Driver
ConvToUtf = Yes
ConvWToUtf = Yes
VarMaxAsLong = Yes
Database = BACKOFF
UID = erp
PWD = oracle
Server = 22.214.171.124
Port = 1433
AnsiNPW = Yes
AutoTranslate = Yes
trace = 1
Trusted_Connection = Yes
Dharma the ODBC driver in question is not working probably because you have configured it to have an [Easysoft ODBC-SQL Server|http://www.easysoft.com/products/data_access/odbc-sql-server-driver/index.html] data source and you are using the Microsoft ODBC-SQL Server driver.

One other point.
You issued the command as -
isql -v thirchyroad
but the odbcini entry is -
What happens if you change the command to -
isql -v tirchyroad
