The same for 64bit the only version from 10g certified with windows 7 is 10.2.0.5 hope this is your version .
What is database character its must be AR8MSWIN1256 . if yes then you need to check regional settings again ...

Pl be aware that 10.2.0.3 is not supported on Win 7 Ultimate - you need to be on 10.2.0.5 (see http://docs.oracle.com/cd/B19306_01/relnotes.102/b14264/toc.htm#CIHCFAGA)
