direct upgrade from 8i to 11g is not supported so you've to upgrade to 10g first then go for 11g upgrade.
otherwise if database size is small then you can perform it by exp-imp utility.

I am clear that I cannot directly move to 11gR2. I came accross with two solutions.
1)126.96.36.199.0 --> 188.8.131.52 --> 10.2.0.2
2) 184.108.40.206.0 --> 10.2.0.2
which one exactly to follow?

You can directly upgrade from 8.1.7 to 11gR2 using export/import - how big is your database ? how much downtime can you afford ?
