That error means it's not finding your TNS file. It needs to be in C:\Oracle\instantclient_11_2\network\admin (that folder should already exist).
When I unzipped two Zip files, no folders called network/admin was available. Do I need download other files for Oracle Client.
Oh, zip files. Right. I usually use the installer.
Try creating it yourself then and see if that does it. I don't normally use these zip files so I'm not sure if it goes somewhere else with them.
