We are getting "user session unable to create" error message when trying login. But the same user was able to login two back.
do we need to restart the service? is it the only solution?

Is the user authenticated against Shared services or weblogic ? Also what version of DRM are you using ?
Check if recycling the services helps ( I am not suggesting that as a long term solution, but just a step in attempting to diagnose the issue).
