What rights does a user need in order to be able to expand the "Tables" node in the left hand column and actually see tables?
Currently, my user can connect, but the "tables" node will not expand and display the tables.
You don't give details about the environment/versions, but here are a couple of recurring scenarios on this forum:
1. Bug 12382135 - NO TABLES SHOWN IN NAV
2. Bug 13953985 - FORUM: OTHER USERS TABLES NOT DISPLAYED DESPITE SELECT_CATALOG_ROLE PRIVILEGE

As noted there, (1) was fixed long ago. (2) was only fixed recently and will be in the next release. Perhaps one of these applies to your user's situation?

So if neither of those bugs apply to your user's scenario (and Bug 13953985 occurs with either of SELECT_CATALOG_ROLE or SELECT ANY DICTIONARY privilege), and you are certain it is not some unusual security issue, then the only other advice I can give would be here: Re: [SQL Developer 3.0.04] Cannot Drill Down
We may be talking past each other a bit here. I don't really get what you mean. Is it something like:
1. On 188.8.131.52
2. Connect to a user having select any dictionary privilege
3. Open Schema Browser
4. My user can see ... what?
Tables in the drop-down list for that user? Another user? What do you mean by left column? The column tab in the object viewer pane? The data tab in the object viewer pane? Give as precise a description as possible.
