my ubuntu version is Ubuntu 12.04.1 LTS and oracle-xe installed is oracle-xe-11.2.0-1.0.x86_64
If you did not get any output whatsoever, how could you tell that it is not running?
Did you try any of the examples in step 9 and 10? Output from such attempts?
Is listener running? (lsnrctl stat)
When I satarted the oracle-xe services it just says started. When I checked the oracle-xe process, it is there. But when I connect using sqlplus, it went in. I realized that I have not executed the last one in step 9, which is to execute the EXEC DBMS_XDB.SETLISTENERLOCALACCESS(FALSE);
I tried running it, this is what I got.

ERROR at line 1:
ORA-01034: ORACLE not available

Try -as oracle user, NOT root:

$ sqlplus / as sysdba Sql> startup
This is what I got after running startup.
ORA-01078: failure in processing system parameters
LRM-00109: could not open parameter file '/u01/app/oracle/product/11.2.0/xe/dbs/initXE.ora'
Usually points to installation error.
Go back and re-verify every step, including prerequisites.
An alternative might be VirtualBox running Oracle Linux, so that you may install Oracle Database on a certified setup.
Oh wow, I have verified the installation. In fact I have tried it twice, but to no avail. Installing a virtual environment is not an option.
If I were to reinstall it again, what do I need to uninstall and remove the current one?
Check database creation log files in OH/config/log for error messages.
