Since I have no idea how your tomcat init scripts looks like I can only guess. The problem is most likely an incorrectly configured header in the Init-script. For instance missing fields or missing the empty line to separate the header content. Also note that SysV-init processing under RHEL based systems requires a lockfile to function at shutdown.
Thanks Dude! I forget the space in my line #chkconfig: 234 20 80, putting the space # chkconfig: 234 20 80 solved the problem.
