Log4J messages in dev/test have date/time, but only time in production?

I have an app that uses log4j to write log messages. When I view my log files on my desktop and on our test system, those messages have a full date/time stamp. When I view the logs from our production system, they only have a time value. The entries from local/test actually have both the full date/time value and a plain time value, later on the line.

Here are two log entries, one from our test system, and the second from production:

      ####<Oct 1, 2012 12:17:18 PM PDT> <Notice> <Stdout> <...> <Server-0> <scheduler-6> <<WLS Kernel>> <> <> <1349119038419> <BEA-000000> <12:17:18,419 [scheduler-6] ERROR com.att.sunlight.service - java.util.concurrent.ExecutionException: org.springframework.jdbc.CannotGetJdbcConnectionException: Could not get JDBC Connection; nested exception is java.sql.SQLException: Internal error: Cannot obtain XAConnection weblogic.common.resourcepool.ResourceDisabledException: Pool myds is Suspended, cannot allocate resources to applications..

11:40:53,979 [scheduler-6] ERROR com....service - java.util.concurrent.ExecutionException: org.springframework.jdbc.CannotGetJdbcConnectionException: Could not get JDBC Connection; nested exception is java.sql.SQLException: Internal error: Cannot obtain XAConnection weblogic.common.resourcepool.ResourceDisabledException: Pool myds is Suspended, cannot allocate resources to applications..

Production is 10.3.6, my local is 10.3.4, and our test system is 10.3.2.

What is likely to be the issue here?
