This is one of those situations where if I could figure out the right search terms to use, someone else must have asked this question in the past.
I have a report with a SQL query with a condition based on a select list on the same page. So I have a select list - :P177_FISCAL_YEAR
My query for my report is:
select md_id, display_name, description
where fiscal_year = :P177_FISCAL_YEAR
When a person makes a selection on the select list (:P177_FISCAL_YEAR), I would like the report to update without having to submit the page. I was hoping I could do something like this using a dynamic action but haven't figured a way to do it.

--the second to refresh the report Sequence: 10 Action: Refresh Selection Type: Region Region: <your report region name>
Wow, this looks like it should do the trick but it isn't working. I am quite sure I followed your instructions. I have the Select List "Page action when changed" set to 'None'. Is that correct?
Here's what I have for the dynamic action:
Condition: No condition
Action - PL/SQL Code
Item to Submit: P177_FISCAL_YEAR
Selection Type: Region
Region: My Report Region
