import from 9i to 11g problem

I have a 9i database which I have backed up using exp

exp system@fmz.world file=FMZfull.dmp log=FMZfull.log full=y


Then I went to import it into a freshly vanilla installed 11g database.

When using 11g impdp to import from the the 9i exp it errors.

imp system@fmz.world file=FMZfull.dmp log=imp_ops_maintfml_from_FMZfull_usingimp.log fromuser='ops$maintfml' touser='ops$maintfml'

Export file created by EXPORT:V09.02.00 via conventional path
import done in US7ASCII character set and AL16UTF16 NCHAR character set
import server uses WE8ISO8859P1 character set (possible charset conversion)
. importing OPS$FIN304's objects into OPS$FIN304
IMP-00003: ORACLE error 1435 encountered
ORA-01435: user does not exist
Import terminated successfully with warnings.
$ ORA-01435: user does not exist
Import terminated successfully with warnings.



The user exists in the log file as having been backed up.

Any ideas please ???
