Are there further errors in H:\Siebel\8.1\Tools_1\siebeldev.log file? If yes provide the contents of this file. If there are other log files under this folder also review them and provide the contents.
Any answer on this? We have a customer trying to download their local Siebel DB for the Siebel Mobile Client and getting the exact same errors.
OS is Windows 7. Not sure if that has anything to do with it.
We faced similar issue, but in our case the problem was that the Windows user did not have sufficient rights to write data into C drive, and Siebel Tools and Client were also installed into C drive. After we reinstalled it to D drive it started working.
right click on the tools app and select "run as administrator" that worked for me. thanks
